Barney Frank (D-Mass.) is maintaining that passage of the Employment Non-Discrimination Act is still on track in the U.S. House, although he said he’s “less sure” about the bill’s prospects in the Senate. In a DC Agenda interview, Frank on Tuesday said lawmakers working on the bill were about to come to agreement on the legislation before inclement weather last week shut down the federal government. “We were very close just before we snowed out to basically come to an agreement on a bill that would get a majority vote in the Education & Labor Committee,” he said. Frank said he’s still anticipating the committee to markup ENDA this month and a floor vote on the bill this March. “The speaker has promised me that as soon as it passes the committee, she’ll bring it up to the floor of the House,” Frank said. Still, Frank said the transgender protections were among the sticking points in negotiations on how to proceed. “There has always been a problem with the question of people who are transgender in situations where people are totally or partially unclothed,” he said. While expecting movement in the House, Frank was less certain about ENDA’s prospects in the Senate. “I’m less sure about that,” he said. “I think people have often underestimated some of the difficulties.”

The bill, introduced by the government of Prime Minister Sali Berisha, protects Albanians from discrimination, including on the basis of gender identity and sexual orientation. "Albania's government has shown leadership in the fight for equality," Boris Dittrich, advocacy director in the lesbian, gay, bisexual, and transgender program of Human Rights Watch, said. "The bill's inclusive provisions, if carried out properly, will help build an open society where all can live freely." In the letter, Human Rights Watch urged Berisha to ensure the Office of the Commissioner for the Protection of Equality, an agency created by the new law, and the Ministry of Labor have the funding they need to fight against discrimination of all kinds, especially against homosexuals.dddd

"If there is anyone in the City who is still gay and not out, my strong advice is they should come out and get on with and be themselves," says Ms. Steel, 50 years old. Although she was forced to be open about her relationship with another woman in 2001 when she was posted in San Francisco and had to get a visa for her partner, she says in hindsight she wishes she had done it earlier. Like Ms. Steel, there seems to a wider sentiment in London's Square Mile of openness toward gay people. Virginia's last two Democratic governors signed executive orders that protected workers from discrimination, including on the grounds of their sexual orientation. Republican Gov. Robert F. McDonnell (R), who took office last month, has pledged not to allow discrimination for any reason in state government. But he maintained that his predecessors had overstepped their executive authority by including sexual orientation protections in the orders and has not renewed them.

"It's disgusting," Garcia, 34, said after filing a suit against the club in Manhattan Federal Court Thursday. She alleges that club general manager Kelly Gerald-Hughes made remarks about the size of Garcia's breasts in front of customers and stroked her leg in a VIP room, promising that the customer would give her a big tip if the two women kissed. "That's when I had it. I couldn't take any more," the Peekskill, N.Y., woman said. She said she complained to owner Robert Gans, who dismissed her concerns "like it was no big deal - I work at Penthouse," she said. Instead, an interim committee will study employment and housing discrimination, a compromise that will be sponsored by Rep. Christine Johnson, D-Salt Lake, and Sen. Howard Stephenson, R-Draper. Johnson, one of two openly gay Utah lawmakers, called it a "thoughtful and respectful compromise, bringing together Democrats and Republicans, Mormons and non-Mormons, gay and straight." Stephenson said the agreement to "stand down" on any bills related to gay issues "is not a backing down on principle or our beliefs," but an opportunity to gather information that hopefully will lead to a more civil debate in the 2011 Legislature. Johnson had planned to push for a state law similar to new Salt Lake city and county ordinances protecting gays and lesbians from employment and housing discrimination. Those ordinances had the support of The Church of Jesus Christ of Latter-day Saints.

The employment appeal tribunal ruled that Islington council had been entitled to discipline Ladele and threaten her with dismissal, even though her conduct was the result of "her strong and genuinely held Christian beliefs".

If it is true, it is not illegal, according to county officials, because federal, state and county discrimination laws do not recognize gays as a protected class. “It should be equal rights for everybody,” said Lehigh Acres resident Kenneth Rothwell. “I’m a taxpayer in this county and in this state. It bothers me a lot that everybody is not considered equal.” Rothwell says he started working at Hess as a manager in January 2007. He recalls riding to a store with a training manager who he says warned him that the store manager was gay. “Gays are sick,” Rothwell says the training manager told him. “They should all be taken out and shot.” Rothwell said he went to his store manager the next day to report the remark. “I told my (store) manager I was gay and I didn’t like it,” he said. “From that moment on, my training stopped.”
